I think the biggest thing to think about is will you print and save things as a full page (so you'd be using a PL style template, but it'd still look like one page) or if you're going to do pocket scrapbooking. If you go that way, then you will need more. You'll have to decide on your layout style (and which company's pockets you like best--there are lots!). You'll also want some alphas to play with, too!

As you can probably guess, that was really time consuming. I still have mid-Oct. - Dec. to finish in that book. I have all the notes and photos; just need to scrap them. I do it when I have time.
But doing 9 months of paper PL helped me know what I wanted when I switched to digital this year. I'm using Becky's Design F pages this year and I'm going to print these off soon and cut them all up, add alphas, stamp dates on them, etc.:
