You will be able to use layer styles and actions in PSE 11 That's one of the big cool features they finally started doing.

I just looked at some of the reviews about PSE 11. I think for me, the new UI which is gray (that dark black is horrible on the eyes) is going to be well worth the upgrade! :thumbup:
