That's just insane! I'd be seriously creeped out! Well I am and he's not even my neighbor. You poor thing! I can't even believe that. What a pysco. Good luck and keep your doggie close!! I hope they do charge him... good thing she overheard!

Well there is good news. My neighbor is a cop and his wife was outside with their little one and heard him tell me that. She came over and said that I should call Brett right away. So, we called her DH and he came over and took a report from me and said that they can cite him for cruelty to animals and he'll have to pay a hefty fine.

Well hallejuha! There WAS a cop when you needed one. I'm so glad he's been cited. that dude is seriously warped and dangerous.
