Does anyone know if you can set up/use text paths in PSP? If so, then how do you do it? I have never taken the time to learn, but I think it's time that I should.

You can do text on a path in PSP. You can use any vector shape as a path. First pick the shape you want to use, draw it and then select the text tol, hover it over the edge of the shape where you want the words to start and the A shoud get a curved line under it, click there and start typing. Your text will follow the outline of the shape.
That's the basic way to do it. I can't find my favorite tutorial for using basic shapes as a path. Here is one for creating a path around objects and then adding text.
