I am trying to figure out how to pull the middle part of a banner up slightly using CS4 - I have tried Warping which didnt work so does anyone have any suggestions.

This is the kit the banner is from

Does cs4 have puppet warp? Or was that new in CS5?

no puppet warp.

Before puppet warp I just used to zoom in close, then either cut and paste sections, moving them where I wanted them, or use the marquee tool to select, then move the pieces around.
