When will I be allowed to create a siggy and have it with my profile pic every time I post a new thread, layout, etc.?

You should be able to now. It's only "blocked" until 10 posts. Let me go check your settings, but you should be able to get it to post now.

Oh, and one more thing (sorry), I'm pretty sure your signature doesn't display when you post a layout. It's only shown in forum posts.

Thanks. Now, I just need to learn how to do it. It may take me a while. So, you're saying that I can see it when I post in the forums, right?

Yep! You can go up to the User CP in the top left corner of the screen. Then choose "edit signature." That's where you will load your image, and then it'll show when you post.

You'll want to host it offsite somewhere like photobucket though.
