Save for web question!

Hey everyone I am back from yet another break (this time with a brand new laptop so I better not be forced into another one :D) and I have been trying since yesterday to figure this out, but WHAT IS UP WITH SAVING SMALLER IMAGES IN PHOTOSHOP?? Like no matter what settings I use any time I try to save a 700x700 image for the gallery it becomes annoyingly bad quality. :cursing: I've tried the Save for Web Legacy and messing with everything in there and nothing I do is helping it save better. Is there any work around for this?
 
I don't know if any of this will apply or if you've already tried, but this is what I recently told someone. They had a Mac and a somewhat different question.
I'm just copying and pasting it:

I certainly don't know the "right" way or "easiest" way, but I take my flattened layout (jpeg) of 3600 x 3600 pixels, resize it for printing at 2400 x 2400 pixels. Then take that new image and click on "save for web & device." In there, I change the image size to 700x700 and play with the "quality" number at top right until the jpeg size (right under the picture) shows at 499K or below.

So, long story short, I believe the maximum allowed is 700x700 at 499kb.

Edited... I don't know if it's different with a MAC. And I have some ancient version of PhotoShop. CS5, I believe.
 
I just saved a layout and realized I left out one step up above. When I have my 3600x3600 jpeg and resize it to 2400x2400, I then sharpen it a bit by going to filter... then sharpen... then usually "unsharp mask." Then I save it as 2400 then do the "save for web" size.
 
Welcome back! What's the resolution on your new laptop's screen? If it's significantly better than your old one, could that be the problem, that the same quality of low res looks worse on this screen? If that's not it, then I don't know. Sorry! I hope you're able to get it sorted out soon.

You know, now that I am thinking about it, it could just be this. :D I went from a 2008 Dell, to a 2010 MacBook, to the newest MacBook Pro. The fact that maybe it is just the screen hadn't even occurred to me. Larger layouts look fine, and the ones I size for Instagram look fine. But those are 1800x1800 at 300 dpi.
 
I flatten, then save for printing, then resize to 700x700 and use the 'Export as' to jpg and use the quality slider to go to between 200-250 for size. I don't think they're blurry (hopefully someone would let me know from my CT's if they were lol)

I do the same. I also make sure "save metadata" (or however it's worded) is unclicked. There was a weird glitch in PS awhile back that made files huge if that was selected and I got in the habit of making sure I didn't click that.
 
I duplicate my flattened page, change the image size to 700x700, run a sharpening action and save for web.
