photoshop elements 15 questions

So this may be a really dumb question.... but, I just recently got PSE 15. I used to use 10. Now when I drag a layer onto my layout instead of it being placed right above my active layer, it randomly inserts itself anywhere in my layers. Which is super aggravating if you are using a template and want a picture to go in a certain picture spot. Grr.

Does anyone know why it is doing this or how I can fix it?
 
Following - this has been driving me batty also! So frustrating!

Also, for some reason I can't do a stroke/fill on a photo to give it a border - I miss my borders!
 
I had that same problem and went back to PSE11! But yesterday I pm'd Crystal ( crystalbella77) and here's what she said:

When you drag items from the bin they land on top whatever item your cursor is in when you drag. So if you want it to land on something in particular. It doesn't matter if it selected in the layers palette, but you do need to make sure while dragging that your cursor stops on the item you would like it on top of.

It works!

Oh my dear gosh, this has been the most helpful information! LOL

I had also just found it as I was doing some additional info searches since it has taken me hours just to try to complete 2 pages because of this annoyance.

I will admit that in the past I was a random dropper anywhere, but now I guess I will have to be much more thoughtful with where I drop! LOL
