Photoshop CC Help please

So I've been without my pc for over a month now ( and what a long month that was :crying: ) I finally got it back this morning, spent the day removing all the crap that comes with windows and re-installing programmes etc.

Something changed in a Photoshop CC update though. I finally started to scrap but when I use CTR + T to resize my photos, holding the shift key while dragging doesn't make it keep the proportions - i cannot for the life of me work out what I have to tick or untick to fix it - and google isn't helping at all.

It resizes in proportion by default. No shift key needed. Toggle on/Off on the toolbar where there is a link icon between the H & V boxes.
