No rhyme or reason here. Sometimes a picture is begging to be scrapped so I start with pictures and other times I am dying to use a kit so I start with the kit. I typically do not buy a kit unless I have a specific use in mind for it (or several specific uses) so in that regard I guess you can say I start with the kit. Sometimes I shadow as I go, other times I leave shadowing for last. Sometimes I start with a template and other times I find myself halfway through a layout and struggling so I pull a template in at that point or at very least go browsing my template folder for inspiration. Photos come before elements. That is about the only hard and fast rule I have for scrapping. I am generally a pretty fast scrapper whose fingers and photoshop can't keep up with her brain. LOL

I shadow as I go, and I typically change out the background paper 10x before I like it LOL.

Also, I generally don't use templates.

Elements, including stitches, etc ... in no particular order
Choose & edit photo(s) & add to page
Journaling (if applicable)
Title work (if applicable)

I choose my photos, edit them, sketch out a layout or pick a template, place my photos, put on some elements and/or cut up papers, decide on background papers, journal, then shadow when I'm all done.
 
I almost always start with a kit and story idea in mind - and usually a picture in my head of the completed layout as well. Unless I'm using a template, for the design, I always start with a sketch. On paper. So non-digital, haha, but my sketch always includes the main elements - shapes, photo placement, journaling placement, title etc. So I always have a pretty clear idea of how the page will look before I even start.

Next I recreate the paper sketch in Photoshop with shape tools (basically creating my own template) and start plugging things in. Sometimes it's photos first, then papers - other times papers first and I add the photos in at the very end. If a kit has really unique elements I might add them in at this point as well just to make sure the papers work with those elements. Then I start adding accent elements, title work and finally journaling at the end.

For shadowing, I tend to shadow in groups as I go- papers, photos/frames, elements, titles. I find it's easier to see where more or less dimension needs to be added that way. Final step is always separate shadow layer adjustments since I don't like dealing with all the extra shadow layers while I'm still moving elements around.

So interesting to read everyone's different processes!
 
I almost always start with the kit because of CTs, then I find photos (if I use photos which I don't always) to go with the kit. Then I bring in a background paper to work with the photo(s), and then any elements or other papers I think I may want to use, and then I do the journaling and usually end with the title (this is always the hardest step for me). I usually wait until the end to shadow, but sometimes I'll do it as I go if I'm using more than my usual <5 elements.

Hmmm. A lot of the time I will start with a kit, then a template, if I am using a template. Then photos, if I am including them. I like to add elements then. I experiment a lot with what elements I want to add and so this is the creative part that takes the longest. I always shadow while I'm working because I can't stand seeing all the flat elements. I add journaling after that. Then I follow these instructions for saving: I flatten, run an unsharpen mask, resize to 72, resize to 600x600 or 500x500 and save for web.

For hybrid or cards, I usually start with the template (if necessary) or the project in mind, then choose a kit.
 
1) Choose photos, determine how many I have, how many absolutely need to be in
2) Choose a template
3) Position and clip photos
4) Choose a kit, though I often have on in mind
5) Scrap the page
6) Add journaling
7) Do shadows

Unless it's a CT layout for Lynette, when I have the template chosen already. Then step 2 is ditched, obviously.
