I need some help with Photoshop Elements

Hi. For some reason, at some point yesterday something happened to my software and I'm not sure how to change it back. I have opened a new 12" x 12" document at 300 dpi and then I opened a photo and brought it onto my new document. I could always see the dotted outline around my photo until now. When I click on the photo I don't have the outline in order to resize my photo. Does anyone know how to get that ability back? I'm using Photoshop Elements 9 if that matters. Until I can get this sorted out I can't scrap anymore...EEK!
 
Eh, don't delete it. Someone else might have the same problem someday. How did you resolve it?
