How to do layers on PSE 7 ?

I am so lost--I cannot get the layers to work for me/ I pull up a background paper lock it/and click on the 2nd layer-pull up a photo (thinking it will go into the 2nd layer and instead it covers the 1st layer on the in both places. Any suggestions? It is so hard to be a beginner!!!!!:confused::confused:

Thanks--I have successfully done a page-paper-photo-embellishments-journeling--etc. It is quite basic-kindergarten level-but-I did it. Whew-it was work!!!!!:thumbup:

I want to learn this so bad. I love everything about scrapbooking. My poor sewing machine will feel abandoned now that I have new interests.
