Free Scrapbook Software/App?

I have a friend who asked me recently if I knew of a free way to create digital layouts. I use PSE, but I have a vague memory of someone like Jennifer Wilson of Simple Scrapper or Chari Pack at Persnickety Prints talk about using something free, like Canva or Google Slides or something. I could have imagined that in my head, but if anyone knows a program I could recommend to her, I would be grateful to you.

GIMP is one I've heard that people use, I've never used it myself though.

I was going to say GIMP too.

Not sure about Canva. Although, I know you can import jpegs and png....just not sure about shadowing in the app.
