Fixing a photo?

Hi everyone!

My hubby took a cool shot at our local 4th of July parade yesterday.

The problem is, he didn't realize that sunscreen was on part of the lens So part of the shot looks blurry. I would love to save the shot, anyone know a way to correct it?

Depending on how bad it is depends on what can be fixed if any. Please post the photo. Yes, you would have to upload to a photo site.
