Erasing Tool but not quite the eraser

I saw this in one of the layouts.... it looks like 2 papers on top of each other. The top paper is "erased" with what it looks like a sponge, revealing the bottom paper. It's definitely not the eraser tool in PSE11 - I tried and definitely couldn't obtain the look. I'm attaching a sample for reference. Beigge paper is on top and being "erased" revealing the flower paper. TIA for any advice.

I'd try adjusting the opacity of the eraser brush. Or they used paint or such clipping masks and clipped the patterned paper into it. Hold on, there's a tutorial for it that I can get you.

It looks on the particular sample you posted someone clipped the paper to a mask or brush (if the mask/brush isn't black, it reduces the overall opacity of the clipped paper). Alternatively you can adjust a blend mode (e.g. multiply) which would produce a similar effect as well.
