Yes, for easy stuff you can use a knife/scissors. For lazy people, the only die cute machine that can cut through chipboard is the Klik-n-Kut and the pro level Pazzle. The last is very expensive and even the KNK will run you over $500.
My cricut won't cut chipboard even with the deep blade housing
Supposedly the Silhouette will cut chipboard too with the deep blade thing, but I've never tried it. I'm skeptical that it actually will though. I do cut chipboard all the time with my Big Shot using the Sizzix dies and that works wonderfully!!
Of course, that's exactly what you were NOT asking, so I guess that doesn't help!! LOL.
