Just cut a thin strip of paper (like .25 in or thinner) and wrapped around a pencil... the longer you hold it on the pencil, the tighter the curl will be.

Yes, the ribbon is the loop at the top... I attached it on the outside of the stapled grouping of papers, but you could put it in your paper strips before stapling.
