Could you just open up Photoshop with a regular sized page ... and divide it into 3 equal parts on layers? I don't know of a template ... I am just thinking that is how I would do it. You COULD go to Adobe's site and download a 30 day free trial of "indesign" as it does make brochures and such. I did that when I needed to make a brochure for our robotics team.

Maybe www.vistaprint.com? I think they print brochures, so you could just use there template.
If you have access to Microsoft Publisher, they have great pre-defined templates with graphics and such. All you do is add the information. You could substitute your pictures for their graphics easily.
This is actually one of the programs I used before I found out about Photoshop when I started dabbling in digital scrapbooking. But all of my layouts looked flat; now I know it's because of the shadowing.
