I noticed that the Bargain Bites were showing up as 30% instead of 40%. I'm guessing it is because of the birthday sale? When you check out will they bill 40% off?

We always pause the normal BB discount during storewide sales because XCart does weird stuff and shows things 70% off and people get confused. The normal 40% off will apply when the sale is over on Thursday evening.
