Help with Paint Shop Pro

I have been using this program for awhile and found this happening alot more lately. When I open a file and copy and paste it into my layout it is set on perspective for the resizing. I need it on scale otherwise when you go to resize it making it bigger or smaller by dragging a corner it gets all wonky. WHy is it suddenly doing this? Is there some way to set it to always be on scale and only change it when I do it manually? Its really annoying me LOL
 
Mine is on scale most of the time, but sometimes just switches on its own. I am thinking it is just a bug with it, but maybe I am wrong.
 
I think it is a bug. It's done that for me for versions 9 to X2. I think it has to do with holding the CTRL key down for a fraction of a second after you CTRL-L to paste the new layer. You let go of the L first & PSP registers your finger on the CTRL for a nanosecond and switches to perspective.
 
ok so if I let go on cntl first it should be ok??

I don't use the shortcuts and it still happens to me.
