Question Regarding PDF Templates

Can anyone tell me if there is a certain trick to being able to save a Template in a PDF File so that I can open it up in PSP?

What type file is the template originally? is it PDF? if so I'm not sure..if it's PSD it should open in PSP.

I don't think a PDF file would have layers, so I think you would have to use it more like an inspiration sketch than a layered template. Does that make sense?

Ditto this, I think about 2 years ago when Scrapbook Answers magazine was still being published it came with a disk and has a ton of cute PDF "templates" on it and they were really just sketches not layered templates.

What I did was use my magic wand tool to select the "areas" and then created a new layer above it and filled it with my paint bucket and then I kind of made it a layered template!!!
