Photoshop Rotation Help!

Hi there! Super newbie to the forum, but not to digital scrapbooking.

Here's my problem: The last couple times I have been working on a page I have had issues with rotating images in photoshop. They look distorted after rotating and I can't figure it out. I can adjust the size without problems, but when I rotate pictures to clip them in a template they have pixelated lines and things on them. I also noticed it happening with the frame that goes around the pictures when I rotate them too.

I've never noticed it be this drastic before. I would love some help/guidance if anyone has any advice to offer. It's possible I've adjusted a setting and don't know about it... photoshop is tricky like that. :)

I use PSE so I may not be any help here but the only two things I can think of is the constrain proportions box is unchecked or maybe you have a skew box marked. If neither of those things apply in Photoshop then ignore me. haha!

They exist in Photoshop was just going to suggest it might be the cause :)

Thanks @carrie1977 ! Can you point me in the direction of the skew box? Constrain proportions is good to go. :)
