Text Boxes in PSE are driving me crazy

Text boxes in PSE 11 are driving me crazy. When I want to resize the box, the text inside resizes as well. I guess I'm expecting the text box to work the same way as in MS Word: text size stays the same and is not stretch out when I change the box size. Is there a way to fix this in PSE?

I use PS rather than PSE, but in PS the text box resizes the way you want only if you have the text tool active, as if you were about to edit the text. If the text tool isn't selected, the text is resized along with the box.

Yup, click inside the text box, then resize. The box will resize but the text won't.
