I tend to work zoomed in while clustering and placing elements. So when I zoom out I look for holes in the design. When I zoom out and it feels finished to my eye I am done.

I could probably keep second guessing myself for an eternity and never be done with my pages, but usually at about the two hour mark, I force myself to be done. I wish I were faster and more decisive, but that's just how I scrap. I've come to accept it over the years.
