So I'm try to create lettering (similar to the word California featured in the picture) that has two layers...does anyone know of a tutorial?

You can create the bottom layer of the word using the stroke function in Photoshop. Here is a brief tutorial about stroke: https://www.sweetshoppedesigns.com/...-to-strokes-and-stroking-a-path-in-photoshop/

In Photoshop CS, you can create the stroke as a separate layer later on, giving you two layers like in those of Cindy's templates.
