I've been doing some research...Backblaze and Carbonite says that they charge per computer...so would my laptop and my EHD be a separate fee?

Also, has anyone used Dupplica?

I use Crashplan. I can plug in as many EHD's as I want without any additional fee. I have 4 and my desktop currently backed up.

No your EHD wouldn't count as an additional fee. It's a hard drive not a computer. A laptop and a desktop would be two computers though. I've used Backblaze with multiple external hard drives with no issue.
