Is the correct layer selected? I just looked on my PSE15 and if no layer is selected "stroke outline selection" is greyed out.

To add a stroke outline.... select the layer/photo and go to edit - stroke (outline selection) - a pop up box will appear and then you choose the colour, size and whether you want it inside, centre...

Last year I was doing my pages monthly and only got January and February completed then life got a little crazy with busy things ( not bad things)...
